About the Project

Federation Island is the investment project of sea resort development on artificial archipelago in the water area of the Black Sea, near the city of Sochi. The project name comes from similarity of its future coastal line with boundary contours of the Russian Federation.

The future resort will be located in the waters of the Black Sea, opposite Maly Akhun mountain, Khosta region of Sochi, 13 km away from Adler airport and 14 km from the central railway station. Two tunnels directing traffic streams of M-27 highway and Novorossiysk highway, a footbridge and a port station providing navigation will connect the islands with the mainland.

The artificial territory, protected with breakwaters, will house hotels, apartments, villas, trading, business, entertainment centers and social infrastructure objects. All the main roads and parkings will be located underground that will allow to create a unique aboveland grass-green landscape with low-rise buildings and walkways. Social and business, trading and entertainment areas of the Island will unload the central region of Sochi, primarily reducing traffic load on the city, especially during large-scale events.

Project realization will be finished in 2013 and reclaimed territory will amount to more than 250 ha.

Project Benefits

Federation Island will become a symbol of renewal and economic prosperity of new Russia. Its realization will provide Sochi with innovative town-planning, infrastructure and operational solutions which will significantly raise the status of the city as a unique tourist center.

Federation Island will have capacity to host more than 40 000 guests, whose demands were earlier met only at international resorts. Touristic infrastructure of such a high level will attach to Sochi a status of a year-round international resort. Construction of two fourth-generation marinas will make it possible to accept up to 900 yachts of different classes which will turn city into a full-rate seaside resort.

Among the important advantages of the project realization for the region are increase of investments into the region, improvement of environment and seacoast protection, construction of new beaches and piers for yachts and vessels.

Additional flows of tourists will both considerably increase budget receipts and provide thousands of workplaces, contributing to development of region economy in total.

Moreover, Federation Island is the only project today that both increases a number of tourists and considerably alleviates existing Sochi infrastructure.

Project History

First presentation of “Federation Island” project took place at International Investment Forum in Sochi, September 2007. There Vladimir Putin, President of the Russian Federation, and members of Russian government got acquainted with the project and assessed it as “one of the most grand projects”. The Forum resulted in signing of the trilateral agreement of “Federation Island” project realization among Krasnodarsky Krai administration, ZAO M-INDUSTRY (project initiator and organizer) and project investor - Allied Business Consultants financial company (United Arab Emirates). As it is indicated in the Agreement, investments will contribute to development of region production forces, creation of new workplaces and improvement of recreational infrastructure.

In October 2007 the Federation Island project was presented in the United Arab Emirates at the international real estate investment exhibition “Cityscape-2007”. Representatives of more than 120 countries of the world, participating in the exhibition, visited and estimated the Federation Island model very high.

  

At the International real estate exhibition (MIPIM) held in Cannes (France) in March 2008 the project was approved by Dmitriy Kozak ,the Head of the RF Regional Development Ministry and Elvira Nabiullina, the Head of the Ministry of Economic Development and Trade. As the Head of the Regional Development Ministry stated, the project requires serious attitude and active development. Besides, Dmitriy Kozak promised to supervise the Federation Island project realization personally.

Project Realization

In February 2008 as per order of Krasnodarsky Krai Administration Head (No. 100ð dated February 26, 2008) a working group was organized to execute the agreement of intend regarding the Federation Island realization. The working group is headed by Evgeny Muravyov, the Deputy Head of Krasnodarsky Krai Administration. There are 24 members in the group including the representatives of Krasnodarsky Krai and Sochi Administrations, M-INDUSTRY Group and “Federation Island” Management Company. According to the order the working group shall develop a schedule of the project implementation as well as take prompt measures to resolve current problems and involve the representatives of local bodies of Federal executive authorities and Krasnodarsky Krai executive authorities.

Besides, in February 2008 Interdepartmental Expert Investment Committee by Krasnodarsky Krai Administration (EMIS) considered the positive conclusions of local and regional executive authorities regarding the Federation Island project and a business plan developed by an independent company. Based on these EMIS considered the construction feasible and approved Federation Island location in the Black Sea waters next to Khosta region, Sochi. There was noticed the project positive influence on the economy of Sochi and Krasnodarsky Krai, that determined the final decision of the Committee. So as per EMIS regulations, Federation Island has now a status of “the project approved by Krasnodarsky Krai”.

By March 30, 2008 Surveying and Research Institute “Soyuzmorniiproject” (Moscow) had fully completed geological and geophysical survey. By July 20, 2008 the project documentation for the artificial territory and its protective structure creation had been finished and was ready to be submitted to the Main Environmental Review Board and Main State Expert Review Board; the developers are GP “The 23rd State Marine Design Institute of the RF Ministry of Defense” and Dutch company “Witteween + Bos”.

The project scientific assistance regarding the consolidation methods for sea bottom and alluvial body of the artificial island is provided by N.M. Gersevanov Foundations and Underground Structures Research Institute (NIIOSP).

Urban planning documentation has been developed by FGUP “Russian State Research and Design Institute of Urbanistics”, the work was completed on May 10, 2008. By April 23, 2008 German companies “Imtech”, “Lahmeyer Berlin”, “Ipro Dresden” had made up a concept of utility systems arrangement. NIPI of Regional Development and Transport Infrastructure prepared a feasibility study regarding transport; OOO “TransMost” made a pre-design plan for bridges and tunnels construction. Preliminary technical specifications for connecting to the utilities systems have been received from Sochi major enterprises.

The Federal Service for Veterinary and Phytosanitary Surveillance, the Architecture and Urban Planning Committee of Krasnodarsky Krai, the Department of Resorts and Tourism Complex Development of Krasnodarsky Krai and the local body of the Federal Property Management Agency have also issued their reviews on the project; besides, an urban planning conclusion has been received from Sochi Architecture and Urban Planning Committee.

The main contractors to create an artificial island and breakwater structures are major construction companies having a reputation in the global construction market – “Van Oord”, “Boskalis”, “Jan de Nul”, “Dredging International”.

Besides foreign companies it is planned to involve for construction major Russian construction companies, first of all from Krasnodarsky Krai.

The contracts for nonmetallic construction materials supply have been signed for the first stage of the project. The artificial island and breakwaters creation requires around 100 million cubic meters of sand, sandy gravel and rock and around 20 million cubic meters of solid rock.

At the moment in total 97 contracts have been concluded on surveying, engineering, consultative, advisory and other services for the project.

On May 27, 2008 the Federation Island project was approved by the Urban Planning Committee of Krasnodarsky Krai.
